Flaccid penis refers to the state of the penis when it is not erect or engorged with blood. In this relaxed condition, the penis appears soft, limp, and flexible. The flaccid state is the normal resting phase of the penis when there is no sexual arousal or stimulation. During this time, the blood flow to the penile tissues is minimal, resulting in a smaller and less rigid organ compared to its erect form.
